- Now when the adversaries of Judah and Benjamin heard that the children of the captivity builded the temple unto the LORD God of Israel;
- Then they came to Zerubbabel, and to the chief of the fathers, and said unto them, Let us build with you: for we seek your God, as ye do; and we do sacrifice unto him since the days of Esarhaddon king of Assur, which brought us up hither.
- But Zerubbabel, and Jeshua, and the rest of the chief of the fathers of Israel, said unto them, Ye have nothing to do with us to build an house unto our God; but we ourselves together will build unto the LORD God of Israel, as king Cyrus the king of Persia hath commanded us.
- Then the people of the land weakened the hands of the people of Judah, and troubled them in building,
- And hired counsellors against them, to frustrate their purpose, all the days of Cyrus king of Persia, even until the reign of Darius king of Persia.

- 유다와 베냐민 지파에게는 원수가 있었다. 그들은 포로들이 돌아와서 이스라엘의 하느님 야훼의 성전 본관을 짓는다는 말을 듣고,
- 즈루빠벨과 예수아와 각 가문의 어른들을 찾아와서 청하였다. "우리도 함께 성전을 짓게 하여주시오. 우리는 아시리아 황제 에살하똔에게 이리로 끌려온 날부터 당신들 못지않게 당신들의 하느님을 찾아 제사를 올려 왔소."
- 즈루빠벨과 예수아와 그 밖에 각 가문의 어른들은 이렇게 대답하였다. "우리 하느님의 성전을 짓는데 당신들은 상관할 일이 아니오. 이스라엘의 하느님 야훼의 성전은 우리끼리 짓겠소. 페르시아 고레스 황제의 어명이오."
- 그들은 제 땅을 갈아먹는 사람들이었다. 그들은 유다 백성의 기를 꺾어주고 겁을 주어 성전 짓는 일을 방해하는 한편,
- 고문관들을 매수하여 성전을 지으려는 계획을 꺾고 말았다. 그리하여 페르시아 황제 고레스가 죽고 다리우스가 페르시아 황제가 되기까지 일은 중단되어 있었다.

- And in the reign of Ahasuerus, in the beginning of his reign, wrote they unto him an accusation against the inhabitants of Judah and Jerusalem.
- And in the days of Artaxerxes wrote Bishlam, Mithredath, Tabeel, and the rest of their companions, unto Artaxerxes king of Persia; and the writing of the letter was written in the Syrian tongue, and interpreted in the Syrian tongue.
- Rehum the chancellor and Shimshai the scribe wrote a letter against Jerusalem to Artaxerxes the king in this sort:
- Then wrote Rehum the chancellor, and Shimshai the scribe, and the rest of their companions; the Dinaites, the Apharsathchites, the Tarpelites, the Apharsites, the Archevites, the Babylonians, the Susanchites, the Dehavites, and the Elamites,
- And the rest of the nations whom the great and noble Asnapper brought over, and set in the cities of Samaria, and the rest that are on this side the river, and at such a time.

- 원수들은 아하스에로스가 등극하자마자 유다 주민과 예루살렘 성민을 고발하는 글을 올렸고,
- 아르닥사싸가 위에 있을 때에도 미드르닷과 타브엘은 동료 관리들과 함께 페르시아 황제 아르닥사싸에게 예루살렘을 고발하는 글을 올렸다. 그 글은 아람 말로 고쳐 아람 글자로 쓴 글이었다.
- 예루살렘을 고발하여 황제 아르닥사싸에게 올린 이 장계는 사령관 르훔과 비서 심새가 쓴 것으로서 그 내용은 다음과 같다.
- "사령관 르훔, 비서 심새, 동료 관리들은 오스나빨 황제 폐하께서 사마리아를 비롯한 유프라테스 서부 지방에 이주시키신 디나인들, 아발사드가인들, 다르불라인들, 아바르사인들, 우룩인들, 바빌론인들, 엘람인 곧 수산인들, 그 밖의 모든 민족들과 함께 상소합니다."

- This is the copy of the letter that they sent unto him, even unto Artaxerxes the king; Thy servants the men on this side the river, and at such a time.
- Be it known unto the king, that the Jews which came up from thee to us are come unto Jerusalem, building the rebellious and the bad city, and have set up the walls thereof, and joined the foundations.
- Be it known now unto the king, that, if this city be builded, and the walls set up again, then will they not pay toll, tribute, and custom, and so thou shalt endamage the revenue of the kings.
- Now because we have maintenance from the king's palace, and it was not meet for us to see the king's dishonour, therefore have we sent and certified the king;
- That search may be made in the book of the records of thy fathers: so shalt thou find in the book of the records, and know that this city is a rebellious city, and hurtful unto kings and provinces, and that they have moved sedition within the same of old time: for which cause was this city destroyed.

- 이렇게 시작된 장계를 여기에 옮긴다. "아르닥사싸 폐하, 유프라테스 서부 지방에 있는 신하들이 아룁니다.
- 폐하께 아뢸 말씀은 다름이 아니오라, 바빌론에서 이 곳 예루살렘으로 온 유다인들이 무엄하게도 반역하던 예루살렘 성을 다시 세우고 있습니다. 터를 다지고 한창 성을 쌓아 올리고 있습니다.
- 이제 이 일을 폐하께 아룁니다. 그 성 쌓는 일이 다 끝나면, 그들은 조공도 세금도 관세도 바치지 않아 국고에 손실을 끼치게 될 것입니다.
- 나라에서 녹을 타먹는 몸으로 폐하께 욕이 돌아갈 일을 보고 가만히 있을 수 없어 이렇게 아뢰는 바입니다.
- 선왕들이 남기신 기록을 살펴보십시오. 그 기록을 보시면, 그 성이 얼마나 반역질을 하여 황실과 여러 지방에 손해를 끼쳤는지 드러날 것입니다. 그 성은 예전부터 늘 반역질을 하였습니다. 그러다가 망한 것입니다.

- We certify the king that, if this city be builded again, and the walls thereof set up, by this means thou shalt have no portion on this side the river.
- Then sent the king an answer unto Rehum the chancellor, and to Shimshai the scribe, and to the rest of their companions that dwell in Samaria, and unto the rest beyond the river, Peace, and at such a time.
- The letter which ye sent unto us hath been plainly read before me.
- And I commanded, and search hath been made, and it is found that this city of old time hath made insurrection against kings, and that rebellion and sedition have been made therein.
- There have been mighty kings also over Jerusalem, which have ruled over all countries beyond the river; and toll, tribute, and custom, was paid unto them.

- 성 쌓는 일이 끝나고 그 성읍이 재건되면 그것으로 유프라테스 서부 지방을 다 잃으신다는 사실을 감히 폐하께 아뢰는 바입니다."
- 황제가 내린 회신은 다음과 같았다. "사령관 르훔, 비서 심새는 사마리아를 비롯한 유프라테스 서부 지방에 있는 동료 관리들과 함께 평안하기를 빈다.
- 경들이 보낸 편지 읽는 것을 내가 똑똑히 듣고,
- 조사를 시켰더니 과연 그 성은 예전부터 반역 음모를 꾸미어 이 황실에 반기를 든 일이 한두 번이 아니었음이 드러났다.
- 예루살렘에는 일찍이 강한 왕들이 있어 유프라테스 서부 지방을 모두 손안에 넣고 조공과 세금과 관세를 거두어들이곤 하였다.

- Give ye now commandment to cause these men to cease, and that this city be not builded, until another commandment shall be given from me.
- Take heed now that ye fail not to do this: why should damage grow to the hurt of the kings?
- Now when the copy of king Artaxerxes' letter was read before Rehum, and Shimshai the scribe, and their companions, they went up in haste to Jerusalem unto the Jews, and made them to cease by force and power.
- Then ceased the work of the house of God which is at Jerusalem. So it ceased unto the second year of the reign of Darius king of Persia.

- 그러니 내가 다시 지시를 내릴 때까지 성 쌓는 일을 중지시키도록 하여라.
- 그리고 부디 명심하여 일을 소홀히 다루지 않도록 하여라. 사태가 악화되어 이 황실에 손실을 끼치는 일은 없어야 한다."
- 사령관 르훔과 비서 심새와 동료 관리들은 황제 아르닥사싸의 친서를 받아 읽은 즉시, 군대를 풀어 예루살렘으로 가서 유다인들로 하여금 일을 못하게 하였다.
- 그리하여 예루살렘에서 하느님의 성전 짓는 일은 중단되어 페르시아 황제 다리우스 제이년까지 손을 대지 못하고 있었다.
