- Now when the adversaries of Judah and Benjamin heard that the children of the captivity builded the temple unto the LORD God of Israel;
- Then they came to Zerubbabel, and to the chief of the fathers, and said unto them, Let us build with you: for we seek your God, as ye do; and we do sacrifice unto him since the days of Esarhaddon king of Assur, which brought us up hither.
- But Zerubbabel, and Jeshua, and the rest of the chief of the fathers of Israel, said unto them, Ye have nothing to do with us to build an house unto our God; but we ourselves together will build unto the LORD God of Israel, as king Cyrus the king of Persia hath commanded us.
- Then the people of the land weakened the hands of the people of Judah, and troubled them in building,
- And hired counsellors against them, to frustrate their purpose, all the days of Cyrus king of Persia, even until the reign of Darius king of Persia.

- 이때 유다와 베냐민의 원수들은 바빌로니아에서 돌아온 포로들이 이스라엘의 하나님 여호와의 성전을 짓고 있다는 말을 듣고
- 스룹바벨과 그 밖에 지도자들에게 와서 이렇게 말하였다. '우리도 당신들과 함께 성전을 짓도록 해 주시오. 당신들이 섬기는 하나님을 우리도 섬기고 있소. 우리는 앗시리아의 에살핫돈왕이 우리를 이 곳으로 이주시킨 때부터 그분에게 제사를 드려 왔소'
- 그러나 스룹바벨과 예수아와 다른 지도자들은 '그럴 수 없소. 우리 하나님을 위해 성전을 짓는 일에 당신들은 상관하지 마시오. 이스라엘 하나님의 성전은 페르시아의 키루스황제가 명령한 대로 우리가 단독으로 건축하겠소.' 하고 대답하였다.
- 그때부터 그 땅에 살고 있던 사람들이 유다 사람들을 괴롭히고 성전 공사를 방해하며
- 페르시아 정부 관리들을 뇌물로 매수하여 그들의 계획을 좌절시켰다. 이런 일은 키루스황제가 통치하던 시대부터 다리우스황제가 통치할 때까지 계속되었다.

- And in the reign of Ahasuerus, in the beginning of his reign, wrote they unto him an accusation against the inhabitants of Judah and Jerusalem.
- And in the days of Artaxerxes wrote Bishlam, Mithredath, Tabeel, and the rest of their companions, unto Artaxerxes king of Persia; and the writing of the letter was written in the Syrian tongue, and interpreted in the Syrian tongue.
- Rehum the chancellor and Shimshai the scribe wrote a letter against Jerusalem to Artaxerxes the king in this sort:
- Then wrote Rehum the chancellor, and Shimshai the scribe, and the rest of their companions; the Dinaites, the Apharsathchites, the Tarpelites, the Apharsites, the Archevites, the Babylonians, the Susanchites, the Dehavites, and the Elamites,
- And the rest of the nations whom the great and noble Asnapper brought over, and set in the cities of Samaria, and the rest that are on this side the river, and at such a time.

- 그 후 크셀크세스가 즉위하자 그들은 황제에게 유다와 예루살렘 주민들을 고소하는 편지를 보냈다.
- 또 아르타크셀크세스 시대에 비슬람, 미드레닷, 다브엘, 그리고 그들의 동료들이 아람어로 편지를 써서 황제에게 보냈으며 그것은 읽을 때에 번역되었다.
- 그리고 사령관 르훔과 서기관 심새가 예루살렘에 대한 고소장을 써서 아르타크셀크세스황제에게 보냈다. 이 고소장에 서명한 사람들은
- 그들의 동료들, 몇몇 재판관들, 다른 지방의 지도자들, 일부 페르시아 사람들과 바빌로니아 사람들, 에렉과 수사 사람들,
- 그 밖에 일부 다른 나라 사람들이었다. 이들은 강력했던 오스납발왕이 예루살렘과 사마리아와 유프라테스강 서쪽 지방에 강제로 이주시킨 사람들이었다.

- This is the copy of the letter that they sent unto him, even unto Artaxerxes the king; Thy servants the men on this side the river, and at such a time.
- Be it known unto the king, that the Jews which came up from thee to us are come unto Jerusalem, building the rebellious and the bad city, and have set up the walls thereof, and joined the foundations.
- Be it known now unto the king, that, if this city be builded, and the walls set up again, then will they not pay toll, tribute, and custom, and so thou shalt endamage the revenue of the kings.
- Now because we have maintenance from the king's palace, and it was not meet for us to see the king's dishonour, therefore have we sent and certified the king;
- That search may be made in the book of the records of thy fathers: so shalt thou find in the book of the records, and know that this city is a rebellious city, and hurtful unto kings and provinces, and that they have moved sedition within the same of old time: for which cause was this city destroyed.

- 그리고 그 고소장의 내용은 다음과 같다. '아르타크셀크세스황제 폐하께 유프라테스강 서쪽 지방에 사는 폐하의 종들이 문안을 드립니다.
- 황제 폐하께서 아셔야 할 일이 있습니다. 바빌론에서 이 곳으로 돌아온 유대인들이 악한 반역의 성 예루살렘을 재건하고 있는데 그들은 성벽을 다시 쌓고 그 토대를 수리하고 있습니다.
- 황제 폐하, 만일 이 성이 재건되고 성벽이 완성된다면 그들은 일체의 세금을 바치지 않을 것이며 그렇게 되면 황제의 세입이 크게 줄어들 것입니다.
- 황제 폐하의 큰 은혜를 입고 있는 우리는 이런 불미스러운 일이 일어나는 것을 차마 볼 수가 없어서 이 사실을 황제 폐하께 알려 드립니다.
- 그러므로 폐하의 조상들이 간직했던 역사적 기록을 한번 살펴보십시오. 그러면 폐하께서는 이 성이 옛날부터 항상 반역을 일삼고 황제들과 지방 장관들에게 얼마나 말썽을 많이 일으켰는지 아시게 될 것입니다. 이 성이 망하게 된 것도 바로 그런 이유 때문이었습니다.

- We certify the king that, if this city be builded again, and the walls thereof set up, by this means thou shalt have no portion on this side the river.
- Then sent the king an answer unto Rehum the chancellor, and to Shimshai the scribe, and to the rest of their companions that dwell in Samaria, and unto the rest beyond the river, Peace, and at such a time.
- The letter which ye sent unto us hath been plainly read before me.
- And I commanded, and search hath been made, and it is found that this city of old time hath made insurrection against kings, and that rebellion and sedition have been made therein.
- There have been mighty kings also over Jerusalem, which have ruled over all countries beyond the river; and toll, tribute, and custom, was paid unto them.

- 우리가 황제 폐하께 미리 말씀드립니다만 만일 이 성이 재건되고 그 성벽이 완성되면 폐하께서는 유프라테스강 서쪽 지방을 잃어버리게 될 것입니다.'
- 그러자 황제는 사령관 르훔과 서기관 심새와 그리고 사마리아와 그 밖의 유프라테스강 서쪽 지방에 사는 그들의 동료들에게 이런 답장을 보냈다. '너희들이 평안하기를 바란다.
- 너희가 보낸 편지는 번역되어 잘 읽었다.
- 내가 명령을 내려 조사해 보았더니 이 성이 옛날부터 왕들에게 거역하여 반란을 일으키며 폭동을 일삼아 온 것이 사실이었다.
- 나는 또 한때 예루살렘에 강력한 왕들이 나타나 유프라테스강 서쪽의 전 지역을 장악하고 그들에게 조공과 그 밖에 여러 가지 세금을 거둬들인 사실도 알아내었다.

- Give ye now commandment to cause these men to cease, and that this city be not builded, until another commandment shall be given from me.
- Take heed now that ye fail not to do this: why should damage grow to the hurt of the kings?
- Now when the copy of king Artaxerxes' letter was read before Rehum, and Shimshai the scribe, and their companions, they went up in haste to Jerusalem unto the Jews, and made them to cease by force and power.
- Then ceased the work of the house of God which is at Jerusalem. So it ceased unto the second year of the reign of Darius king of Persia.

- 그러므로 너희는 내가 다시 명령할 때까지 이 사람들에게 작업을 중단시켜 그 성을 재건하지 못하게 하여라.
- 너희는 즉시 이 일을 처리하여 더 이상 나에게 피해가 없도록 하라.'
- 아르타크셀크세스황제의 편지가 도착하자 르훔과 서기관 심새와 그들의 동료들은 편지를 읽어 보고 즉시 예루살렘으로 가서 권력과 힘으로 그 성의 재건 공사를 중단시켰다.
- 이렇게 해서 예루살렘의 성전 공사는 페르시아의 다리우스황제 2년까지 계속 중단된 상태로 있었다.
